Amsterdam just misses top 10 on Mercer 2019 Quality of Living Ranking

The Austrian capital Vienna has topped Mercer's index of most liveable cities for the 10th year in a row.

"Strong, on-the-ground capabilities are integral to the global operations of most worldwide businesses and are in large part driven by the personal and professional wellbeing of the individuals that companies place in those locations", Ilya Bonic, senior partner and president of Mercer's Career Business, said in a statement.

Vienna is considered the most comfortable city in the world.

Iraq's capital, in 231st place, is apparently not among them, scoring understandably low in multiple factors Mercer uses to make its calculations.

"Quality of living is determined by many factors, from access to public transport and traffic congestion levels, to the availability of housing and global schools, to a city's cultural scene", Mercer said in a statement, without specifying how Vienna keeps edging out Zurich.

In this year's Mercer report, the strong European performance was contrasted by declining fortunes for USA cities, which all dropped except for NY (44th), where the ongoing decrease in crime rates allowed it to jump a spot. Kuwait City fell 27 notches in the index compared to its ranking past year when it landed on the 99th spot.

Dubai ranked 74th while Abu Dhabi come in four spots below.

Caracas, in the last place, and Montevideo ranks as the two opposite poles of the list of cities ordered by quality of life in Latin America in 2019, according to Mercer.

Luxembourg City was named the world's safest city, with central and eastern European cities including Prague, Vilnius, and Warsaw seeing a steady improvement in terms of personal safety.

Singapore, in 25th place globally, held onto its status as Asia's most livable city.

The cities were assessed by the level of internal stability, crime, the position of the law enforcement agencies, restriction of personal freedom.

Baghdad ranked 231st as the city with the worst quality of living.

The survey also said that London is the United Kingdom's best city to live in.
