"That's why they have the random southbound checks", Nogales Mayor Arturo Garino said.

It started at around 7 p.m. Thursday night when CBP officers say they tried to stop a man driving into Mexico for a routine vehicle inspection.

The number of people arrested or stopped for immigration violations at the US border with Mexico eased in January.

The resolution called the razor wire "not only irresponsible, but inhumane" and argues that this type of wall "is only found in a war, prison or battle setting".

So far this year, Customs and Border Protection says agents have apprehended three groups totaling more than 650 people in that part of the desert, between Yuma and Nogales.

Garino told CBS Evening News last month that adding to the border wall, which his city has had for more than 20 years, would be ineffective.

According to U.S. Customs and Border Protection, a helicopter spotted the group amid freezing temperatures while investigating a possible campfire. Entry to the USA was not affected.

The mayor of Nogales, Arizona is threatening to sue to the federal government if it doesn't remove razor wire that now covers an entire stretch of border wall in the city.

Authorities closed the DeConcini Port of Entry near Nogales after a man was shot attempting to run over a border patrol agent on Thursday night.

The release explained that the CBP officer was on duty at the port of entry and attempted to stop a vehicle leaving the United States.

Nogales, a city of about 20,000 people, is largely reliant on Mexican shoppers and cross-border trade.
