"Cities all over the world are on the front lines of climate change", said Frank Jensen, lord mayor of Copenhagen, adding that the bicycle-friendly city wants even more bike lanes.

The Democratic governor announced the project at a climate change summit in he organized.

"Today, we announce that this "bottom up" movement will put us within striking distance of the U.S. commitment to the Paris Agreement, even with zero support from our federal government", Bloomberg said, according to The Nation.

His actions "border not only on insanity, but on criminality", he told journalists.

Brown said eight of the bills he signed would aid lower income areas affected by pollution, promote buildings that generate as much energy as they use, encourage the use of less harmful gases in refrigerants, and boost penalties for new trucks equipped with older, higher-polluting engines.

Brown, who was nicknamed "Governor Moonbeam" during his first stint as governor in the 1970s in part because of a proposal he made at the time to launch an emergency communications satellite for the state, said California was teaming up with earth imaging company Planet Labs to develop the technology. While other sectors have declined over time, especially emissions from power plants, the California Air Resources Board said transportation emissions rose 4 percent between 2014 and 2016.

In May, the journal Science reported that the White House planned to cut funding for a satellite and aircraft-based system to monitor climate-changing emissions.

Chicago columnist Mike Royko gave the Moonbeam moniker in 1976, saying that appeared to be attracting "the moonbeam vote".

Many people around the world wrongly concluded that America was "walking away from climate action" when Trump pulled the country out of the Paris climate accord, but "nothing could be further from the truth", he said.

Global warming, meanwhile, continues to gather pace: major storms bearing down on the United States eastern seaboard and the Philippines, and wildfires ravaging California, bear the unmistakable fingerprint of climate change, scientists say.

Former Vice President Al Gore followed Kerry to the stage and got a rousing ovation when he said a new president can rejoin the Paris Agreement.

Trump announced a year ago that he was withdrawing from the landmark 2015 Paris climate accord.

Trump said the global agreement was unfair to the United States and would hurt the economy.

"Everywhere you look there's a challenge", Brown said.

His comments came a day after Trump blasted Kerry on Twitter for meeting with high-level members of the Iranian government.

Gore, a Democrat, also criticized Trump's recent denial that 3,000 people died in Puerto Rico in 2017 because of Hurricane Maria.

But it was also clear that natural ways to store carbon need to be used more effectively quickly to deal with growing climate threats, he said.

James Brainard, Republican mayor of Carmel, Indiana, listed a number of Republican presidents and their environmental accomplishments, including President Nixon's creation of the Environmental Protection Agency. "As the greatest custodians of the Paris Agreement, mayors of the world's great cities have once again shown that cities are getting the job done". It serves to advance California's Renewable Portfolio Standard, a piece of legislation that mandates the state be powered by 50 percent renewables by 2025 and 60 percent by 2030.
