In the besieged North Carolina city of New Bern, rescuers by midmorning Friday had plucked more than 200 people from rising waters, but about 150 more had to wait as conditions worsened and a storm surge reached 10 feet, officials said. It's expected to move slowly over eastern SC on Friday night through Saturday night.

More than 60 people had to be pulled from a collapsing motel at the height of the storm, and many more who defied evacuation orders held out hope of being rescued. "People think we're taking animals that have been stranded from the storm".

Waves of 2 to 3 feet are predicted on the York River during the weekend, the weather service said.

The East Coast isn't the only area facing the brunt of a storm. "To those in the storm's path, if you can hear me, please stay sheltered in place". "Everybody laughs at the fact that this storm got downgraded. but I've never seen tree devastation this bad".

The police chief of Wrightsville Beach, vulnerable on a North Carolina barrier island, agreed that those who refused to leave were now on their own.
