"Further strengthening is anticipated, and Florence is expected to be an extremely unsafe major hurricane through Thursday", the agency warned.

Hurricane and Storm Surge Watches will be issued on Tuesday as the storm is expected to head toward the southeastern US, potentially making landfall, still as a category 4 hurricane, Thursday afternoon or night. NASA is using its various high-flying tools to monitor the storm, taking precipitations measurements and NOAA's National Hurricane Center is using that data to forecast the storm's progress.

Located just 10 miles from Myrtle Beach, South Carolina, the campus is in the path of risky Hurricane Florence and he's witnessing the ominous precursors. Virginia's price gouging law allows for a civil penalty of up to $2,500 per violation (or up to $5,000 if in violation of an injunction), and North Carolina allows for a civil penalty of up to $5,000 per violation. "When you stall a system like this and it moves real slow, some of that rainfall can extend well away from the centre".

Residents of North and SC began evacuating coastal areas on Monday, after Hurricane Florence intensified into a category four storm, stripping supermarket shelves and stocking up on fuel for their cars.

"Pretend, assume, presume that a major hurricane is going to hit right smack dab in the middle of South Carolina and is going to go way inshore", South Carolina Gov. Henry McMaster said.

"This is a real hurricane we have coming", McMaster said Monday.

Hurricane Florence is a category 4 storm as of Monday evening - 400 miles wide and still gaining strength and speed as it bears down on the Carolinas coast.

The Atlantic hurricane season officially begins on June 1, and this year was forecasted to have a slightly above-average number of storms. The storm is expected to bring 15 to 30 inches of rain. This means much of the state may deal with flooding, wind damage resulting in downed trees and powerlines.

At 1500 GMT, Isaac, which the NHC called a small hurricane, was about 1,150 miles (1,855 kms) east of the Windward Islands - a region still recovering from last year's powerful Hurricane Maria - with maximum sustained winds near 75 mph (120 kph).

The hurricane has already prompted mandatory evacuation orders in the Carolinas and Virginia.

WILMINGTON - Hurricane Florence is now a Category 4 hurricane, according to the National Hurricane Center.

As of Monday evening, Hurricane Florence was moving west-northwest at 13 miles per hour.

"If the hurricane miraculously, overnight, decides to go somewhere else, we can take corrective action", he said, saying it was easier to "stand down" state resources than have them "stand up" at a moment's notice.

Meanwhile, Hurricane Isaac is expected to weaken as it approaches the Lesser Antilles in the Caribbean, and then possibly fall apart.
