In an earlier interview with ABC News's George Stephanopolous, Cohen said his primary loyalty was to his family and to the United States, a notable change from earlier statements that indicated he would protect Trump above all others.

Trump fixer Michael Cohen is not necessarily the president's friend anymore, according to CNN chief political analyst Gloria Borger. But Giuliani insisted that Mueller must show a factual basis for the probe before the president considers meeting with him - especially if "they're trying to get him into a perjury trap".

White House spokeswoman Sarah Huckabee Sanders would not comment on whether the president was concerned about the possibility Cohen would strike a deal with prosecutors.

Giuliani says he has advised Trump that there should be "no discussion of pardons", adding that is "something you can decide down the road".

"These sources say that what Cohen has made a decision to do is effectively hit the reset button here and that he is continuing his commitment to tell the truth", she continued.

Wehle pointed out that Mueller could subpoena Trump, forcing him to testify. "How many people will be sent to jail and persecuted on old and/or totally unrelated charges (there was no collusion and there was no obstruction of the no collusion)".

Now 74, he joined the president's legal team in April and has taken a lead in the push to bring the investigation to a quick close. CNN's Don Lemon noted Monday night that sources say he sees himself as analogous to John Dean, President Richard Nixon's White House counsel who eventually pleaded guilty and became a key witness for prosecutors. DOJ Inspector General Michael Horowitz has said he is investigating whether Strzok's bias may have influenced the launch of the Russian Federation probe.

Cohen told the New York Times he paid adult actress Stormy Daniels $130,000 out of his personal account to keep her from revealing details of her alleged affair with the president. My quote is not evidence of a crime, it's a factual basis for the investigation.

In his interview last week, Cohen said Trump "simply accepting the denial of" Russian President Vladimir Putin that he didn't meddle in the 2016 U.S. presidential election was "unsustainable".

Speaking on Sunday, Giuliani seemed unfazed by the recent developments - noting that Cohen "should cooperate with the government".

Kim Wehle, a former assistant USA attorney and former associate prosecutor for the independent counsel in the Whitewater investigation, warned on Monday that the U.S.is on the "fast track to tyranny" if President Donald Trump refuses to testify in special counsel Robert Mueller's Russian Federation investigation.
