He added that Russian Federation had warned Israel to avoid "all actions that could be seen as provocative" the day before the strikes when Israeli Prime Minister Benjamin Netanyahu was in Moscow for talks with President Vladimir Putin.

The White House also condemned Iran's "provocative attack" in a statement, with press secretary Sarah Huckabee Sanders saying Iran has deployed into Syria "offensive rocket and missile systems aimed at Israel".

"They need to decide if they want to increase the friction, or they understand that at this stage they can not take actions against us, and they need to wait".

"The question is are we facing the same scenario that happened in Iraq with regards to the WMD, and will the region be dragged to war?" said Faysal Abdul Sater, a Lebanese analyst close to the Iranian-backed group Hezbollah.

"The global community must prevent the entrenchment of Iran's Quds Force in Syria", Netanyahu added.

Despite the different tools, two US officials familiar with Iran policy said they believed Trump's ultimate goal in Iran was similar to the Bush administration's in Iraq: replacing an anti-American government with a friendly one.

Israel said the bombardment on Thursday was in retaliation for Iranian rocket fire on its positions in the occupied Golan Heights.

The Syrian Army Command said Israel's attack killed three people and injured two others.

Sachs said fighting between Iran and Israel in Syria is likely to continue. Iranian media outlets have also not attributed the Golan strike to Iran, instead reporting that Syria had carried out the strikes.

"The process of constraining and reducing Iran's malign influence will be a product of financial and political pressure", Peek said.

"We stand ready because the Iranians may try to attack again, to provoke again, and we will have to defend ourselves as we have done so far", he said.

If confirmed, the incident would be the first time Iran had sought to directly attack Israeli-controlled territory aside from an alleged attempted drone attack in February.

Russian analyst Fyodor Lukyanov said relations between Putin and Netanyahu were "very good" and that the meeting, on the eve of the strikes, showed Russia could play a major role in the Israel-Iran dispute.

"I think the opposite is true now", Dubowitz said, noting that Trump appeared to favor tougher economic pressure on Iran, not military action. The confrontation came two days after the United States announced its withdrawal, with Israel's urging, from a nuclear accord with Iran.

However the chairman of his nation's parliamentary committee on global affairs, Allaeddine Boroujerdi, condemned the strikes, warning that "Israel has entered a harmful recreation".
