Justin Trudeau's motorcade crash injures 3, including California Highway Patrol Officer

The Ventura County Fire Department says the crash involving California Highway Patrol officers happened shortly after Trudeau's motorcade left the Ronald Reagan Presidential Library in Simi Valley, where Trudeau gave a speech Friday night.

Canadian Prime Minister Justin Trudeau on Friday defended the North American Free Trade Agreement as an economic boon for the USA and his country, but he also urged for it to be retooled to lift workers who have been left behind.

Speaking at the University of Chicago's Institute of Politics, Trudeau said Canada will engage "thoughtfully and constructively" in talks with the USA and Mexico.

Reagan was president when the United States and Canada signed a landmark free trade deal in 1988, a forerunner to the North American deal reached a few years later.

Lighthizer has said the Trump administration's goal is to boost the number of manufacturing jobs in the United States, either by encouraging new investment or by bringing back jobs that had moved to Mexico.

Ending that over what was akin to the score in a hockey game - "reduced to a balance of trade statistics or a tariff rate", Trudeau said - would upend lives on both sides of the border in a manner no one can predict.

But he also acknowledged that global trade is not working for everyone and said income inequality is growing worldwide. "Too many people have been left behind", he said.

In Western developed economies, he said, there has been growth, but with heavily skewed benefits.

Trudeau has said Trump should not snap the ties just for the sake of "winning".

"We know that being open to investment and highlighting our extraordinary diverse workforce that's willing to work hard, innovate and create a future is what it's all about", said Trudeau on Thursday.

"The GOP is conservative".

For the record, some climate experts-including those behind a federal report for the Canadian government-have noted that, given the Trudeau government's support for pipelines, it's unlikely that the Canada will hit the emissions targets it has committed itself to.

As a candidate, Trump has called NAFTA a job-killing disaster.
