Trump, Duterte have 'cordial' first meeting at APEC summit

Duterte has defended the killings as necessary to "cleanse" the country of a drug scourge and questioned whether or not drug users and dealers are "human" or could be rehabilitated.

He made the shocking confession while speaking to the local Filipino community in the Vietnamese city of Danang on Thursday.

"The United States has to be treated fairly and in a reciprocal fashion", Trump tweeted before heading back to Washington, where he is scheduled to arrive later Tuesday.

"When I was a teenager, I would go in and out of jail", Duterte said in remarks posted on YouTube by his office.

"Let's have a summit of how we can protect human rights for all human race", he said at a news conference in Vietnam, where he's attending the Asia-Pacific Economic Cooperation (APEC) summit, according to Reuters.

"It was red carpet like nobody, I think, has probably ever received", Trump said.

Last year, he said killed suspected criminals in the southern city of Davao, where he served as mayor.

In a 2015 Esquire Philippines interview he said he stabbed someone to death when he was 17: "There was a tumultuous fight in the beach. So madaling kausapin because they're also suffering from the same the scourge with drugs", Duterte said. The victim reportedly survived.

While some have welcomed the burgeoning Duterte-Trump bromance as a much-needed respite for a troubled alliance, others have been critical of the United States president's open embrace of strongmen like Duterte. Trump was in the Philippines, the final stop of his trip, on Monday, poised to hold formal talks with President Rodrigo Duterte, who has overseen a bloody drug war that has featured extrajudicial killings and fears of vigilante justice.
