The population in the streets surrounding the scene of the attack is one of the most diverse in the capital, with Orthodox Jews living alongside Muslim communities from Algeria, Somalia and West Africa in a traditionally working class district fast undergoing the effects of gentrification.

The attack occurred about 12:20 a.m. when a speeding van swerved into worshippers who were giving first aid to a man outside the mosque.

Police believe the attacker acted alone but said they were investigating all circumstances leading up to the incident. British Security Minister Ben Wallace said authorities were aware of rising far-right activity but the suspect was not known to them prior to the attack.

London Mayor Sadiq Khan described it as a "horrific terrorist attack".

Brtitish Prime Minister Theresa May said during a televised address that "like all terrorism, in whatever form, [the attack] shares the same fundamental goal". In March, a man plowed a rented SUV into pedestrians on London's Westminster Bridge, killing four people before stabbing a police officer to death outside Parliament.

Earlier this month, a van veered into pedestrians on London Bridge, setting off vehicle and knife attacks that killed eight people and wounded many others on the bridge and in the nearby Borough Market area.

He added: "There is an issue of police resources, I spoke to the police this morning and they will ensure there are enhanced patrols in our community and in all mosques, not just the mosque in this community but all mosques across the whole country will get the protection they need". On May 22, a suicide attack killed 22 people and injured almost 60 after an Ariana Grande concert in Manchester.
