N.Korea rejects S.Korea group's offer for anti-malaria help

Foreign ministry spokeswoman Hua Chunying said in comments posted on the ministry's website that China was achieving success in reaching agreements and lowering tensions with other countries in the region.

"The US would be well advised to urgently take measures to save the lives of hundreds of millions of Americans in the mainland rather than being concerned about the security of those in South Korea".

"For Australia, from our perspective today it's important that we do discuss ISIS's links in Southeast Asia, violent extremist organizations and the risk that returning foreign fighters who may endeavor to resume positions in their own countries might pose in this region", Payne said.

China has expressed its strong dissatisfaction with what it labelled "irresponsible remarks" on the South China Sea by US Secretary of Defense James Mattis during a security forum at the weekend. But it differs from the U.S. and its allies on how to rein in the North's rapidly escalating nuclear and ballistic missile programme.

Mattis said seeking China's cooperation on North Korea did not mean Washington would not challenge Beijing's activities in the South China Sea.

The issues include US arms sales to Taiwan, navigation in the South China Sea, the Korean Peninsula nuclear issue, the global and regional rules, among others. Reports state that the drill coincided with the three-day joint military drill between Japan's naval and air forces and United States' aircraft carriers in the Sea of Japan, according to ANI reports.

China would respect freedom of navigation, Hua said, but "opposes a certain country's show of force in the South China Sea under the pretext of navigation and overflight freedom, challenging and threatening China's sovereignty and security".

While China says nearly the entire South China Sea belongs to it, Taiwan, the Philippines, Vietnam, Brunei and Malaysia also exercise claims in the area.

It has rapidly built reefs into artificial islands capable of hosting military planes.

He Lei noted that the Declaration on the Conduct of Parties in the South China Sea, which was signed by China and ASEAN countries in 2002, and the framework of the Code of Conduct in the South China Sea, which was agreed on recently by China and ASEAN countries, represent regional rules.

Mattis and Tillerson spoke alongside their Australian counterparts at the opening of a joint meeting expected to touch on a range of subjects including defeating the Islamic State, stabilizing Afghanistan and dealing with North Korea's nuclear threats.

Mattis made no mention of President Donald Trump's decision to pull the USA out of the Paris climate change agreement.

Koreans from the reclusive and impoverished North have occasionally defected to the rich, democratic South by fishing boat, crossing the disputed maritime border between the two sides, but most defections are via China.

Singapore Defence Minister Ng Eng Hen said delegates were generally reassured.

Given the recent facts and figures that Kim is not planning to stop his nuclear test development program, the United Nations Security Council on Friday expanded its targeted sanctions against Korean Peninsula.
