Pennsylvania man jailed; 3 kids found alone, toddler caged

A 37-year-old Schuylkill County man is behind bars after state police discovered he left three children - including a 22-month-old boy locked in a homemade cage and a baby girl born the night before - home alone Wednesday.

Police say the children were home alone for about 40 minutes.

Their father Cecil Eugene Kutz, 39, was arrested on Wednesday after police went to the home in Pottsville, Pennsylvania after receiving a tip.

The mother of the children, Tiffany George had been taken to Lehigh Valley Health Network Hospital for complications following childbirth earlier that morning.

"It wasn't easy to look at", state police Sgt. Fred Krute said at a news conference.

"Robin said medical staff asked her, "'Where's the baby?' She said, 'The baby's at home.' That put up a red flag". God knows how long they were alone before that.

The baby girl was taken by ambulance to Lehigh Valley Health Network South Hospital for evaluation.

"He says he would keep him there at night because he claimed he was crawling all over the place".

The 22-month-old boy was found inside the cage made of plywood and wooden lattice that had been locked from the outside.

When troopers conducted a welfare check Wednesday afternoon, they found the children.

He was charged with three counts of endangering the welfare of children and three counts of recklessly endangering another person.

All of the children were taken into custody by the Pennsylvania State Police and then transferred to Schuylkill County CYS.

The baby girl was in an infant seat on the floor, and the 1-year-old boy was in a playpen next to his brother in the crate.
