The appointment came amid a growing Democratic outcry for someone outside the Justice Department to handle the politically charged investigation.

At the top of the list were reports that President Trump had asked former FBI Director James B. Comey to drop an investigation into Michael Flynn, the former national security adviser.

The comments by Maryland Rep. Elijah Cummings came as Democrats sought to force a House vote to establish an independent commission to investigate Donald Trump's ties to Russian Federation.

Republicans, though, rejected an effort by California Rep. Eric Swalwell, a Democrat from the San Francisco Bay area, to force consideration of an independent commission.

The Comey memo caused alarm on Capitol Hill and raised questions about whether Trump attempted to interfere with a federal investigation, something that might constitute obstruction of justice and could potentially be invoked in an attempt to impeach Trump.
